Passengers line up on the pier above. Multicolored ships are stuck in traffic in the bay. Ferries are marked with an arrow pointing in their direction. Look for an unblocked ferry that matches the color of the stickmen at the front of the queue, and click on it to make it sail to the pier and pick up passengers. Keep in mind that the ship must be completely filled with passengers before it will depart. To complete the level, you need to send all the ships on a voyage and clear the location.
